In the Harry Potter world, the dynamics of werewolves aren't exactly known. Yes, we know how they turn and we know that by taking the wolfsbane potion, they are able to retain their human memories while in wolf form. We also know that it is extremely rare for anything less than a full werewolf to change. If one does, the chances are that they will not experience things as badly as a full werewolf would. Also, please note that the only way for the lycanthropy gene to pass, other than through birth, is an attack under the full moon. A werewolf bite from the wolf in human form, doesn't alter the blood.
But what about the intricacies of pack details? That's what this is for.
Regular wolves form packs all over and they each have a set area that they have claimed as their own. Werewolves really aren't that much different. While many of them are solitary creatures, it is not uncommon for them to form packs. In saying that, the majority of them go throughout life without a formal pack. For example, Remus Lupin; The Marauders were his pack, without being werewolves themselves.
Then, of course, you have a hierarchy.
Some wolves have a more dominant personality than others - these are Alphas, and they are born that way. They may not want the position, or the responsibilities that come with it, but they have it nonetheless.
In any given area, there may be several Alphas, but it is the most senior, dominant Alpha that holds the ranking title, and the ruling thumb. This means that the oldest Alpha with the Alpha personality is the one in charge. What this person says, in regards to the other werewolves, is law.
The head Alpha can be challenged, but to challenge would be done at the risk of exclusion. Even a lone wolf living in the same territory as a pack must at least acknowledge pack laws.
As far as ranking, Alpha Female would be next. The one holding this rank is almost always the mate to the Alpha. She holds sway, but not as much as others. Next in ranks would be Beta. This is, basically, the person who has an opinion that carries weight with the head Alpha. Also something of a second-in-command. After that would be all of the other wolves. The lowest would be the Omega. This is the person that is likely to be making the most mistakes and, oftentimes, is the youngest. While not always the youngest, they are usually, bar far, the weakest.
Please note that the Alpha female and Beta positions are up to the discretion of the area's Head Alpha.
