Her mother's name is Christina and she was killed by their father using dark magic because he was trying to keep them from rescuing an abused house elf. See basically Jezebel is a blood purist like her father who wants the world to be all purebloods, no muggleborns, etc. Yeah I know she seems really mean but its only to people she doesn't like.
